HRSA EHDI Programs and Current Priorities
The U.S. Health Resources and Services Administration (HRSA) supports the EHDI system through its Universal Newborn Hearing Screening (UNHS) programs and initiatives. But what is “HRSA” and how does HRSA, as a Federal agency alongside the CDC and NIH within the US Department of Health and Human Services, support the EHDI system?
This presentation will provide a brief history of the HRSA UNHS program, purposes, and goals. We will identify the different EHDI system stakeholders that receive HRSA UNHS program awards. We will describe how the programs work together to achieve the UNHS program’s current priorities of care coordination within the medical home, timely enrollment in Early Intervention services, and increasing family engagement and leadership across the EHDI system. The new Family Leadership in Language and Learning (FL3) program will be introduced with a discussion of how state-based family organizations within the EHDI system are also being supported.
This presentation will be visual in nature with organizational charts and diagrams, and delivered directly in American Sign Language (ASL).
- Participants will be able to understand how HRSA works with other HHS EHDI Federal partners and identify HRSA’s current UNHS grant programs and award recipients in the EHDI system.
- : Participants will be able to describe the history of support for the Medical Home concept within the UNHS grant program and how the new UNHS grant program supports care coordination within the Medical Home in states and territories.
- Participants will be able to identify family engagement and leadership initiatives including the new Family Leadership in Language and Learning cooperative agreement and its key stakeholders in the EHDI system at the national and state levels.

Michelle Koplitz, MHS, is a Project Officer for the Universal Newborn Hearing Screening (UNHS) program within the Division of Services for Children with Special Health Needs, Maternal and Child Health Bureau, within the Health Resources and Services Administration (HRSA) of the U.S. Department of Health and Human Services. Michelle oversees UNHS state grant programs and is the lead on the new Family Leadership in Language and Learning (FL3) program. Michelle has a Bachelor of Science degree in Biotechnology from the Rochester Institute of Technology and a Master of Health Science degree in Health Education and Health Communications from the Johns Hopkins Bloomberg School of Public Health. Michelle is Deaf and currently resides in Washington, DC.
