Progress in Early Hearing Detection and Intervention Information Systems
Early hearing detection and intervention information systems (EHDI-IS) are confidential, computerized, population-based systems that collect and consolidate newborn hearing screening and follow-up care and service data from clinical and early intervention service providers. State-based EHDI-IS are used in designing and sustaining effective tracking and surveillance strategies to improve outcomes of infants and children with hearing loss. The EHDI-IS Functional Standards, developed collaboratively by CDC and 9 state EHDI programs in 2015, specifies the programmatic, operational, and technical functional requirements of a complete EHDI-IS and provides guidance on system development and evaluation activities. In addition, to monitor progress toward achieving the national program goals, and help state programs identify strengths and weaknesses of their EHDI-IS and inform activities in their workplan, in 2017 CDC developed the EHDI System Self Evaluation Tool (ESSET) for states to assess and report EHDI-IS progress in meeting the Functional Standards. In this presentation, we will review the 2017 ESSET reports completed by 48 states and territories, and discuss progress and gaps in meeting the EHDI-IS Functional Standards at both national and state levels. This is the first time a nation-wide, systematic, standardized assessment on the progress of EHDI-IS was conducted. Information will be used to establish the baseline for monitoring the progress in EHDI-IS and also to provide input on updating the Functional Standards to better reflect program needs. States meeting and exceeding the functional standards will lead the way in realizing and demonstrating the full potential of the EHDI-IS and help improve the care and service of infants and young children with hearing loss.

Dr. Xidong Deng is a Health Scientist with the CDC EHDI Team. She holds a PhD. in Computer Science and Engineering from Pennsylvania State University. Dr. Deng’s work with the EHDI team includes helping to develop national EHDI data systems, identifying strategies for integration of EHDI systems with electronic health records and state based systems, evaluation of state based EHDI systems, and the identification of privacy and security solutions for information exchange between state public health registries. Her current interests are in ontology, controlled vocabulary and data standards, EHR and PHR systems, and evaluation of health information systems.
