Evaluating Jurisdictional Early Hearing Detection and Intervention Information Systems (EHDI-IS)

Since 2000, the Centers for Disease Control and Prevention (CDC) has been funding jurisdictions and providing technical support for the development of their Early Hearing Detection and Intervention Information Systems (EHDI-IS). In 2014, a comprehensive evaluation component was included as part of the jurisdictions’ regular activities, to monitor and assess the progress of the development of their EHDI-IS. This presentation will describe the framework used to develop a customized evaluation for each of the 52 EHDI-IS that were funded in the previous CDC cooperative agreement, from 2013 to 2016. This evaluation included both a customized logic model and an established set of surveillance system attributes. The CDC Guidelines for Evaluating Public Health Surveillance Systems and the Six Dimensions for Data Quality Assessment were used as references to strengthen this evaluation model. All jurisdictional evaluation plans were entered into a database, and aggregated results on similarities and differences between these evaluation plans will be presented. In addition, successes and challenges in implementing this evaluation design will be discussed.

María Sánchez is a program evaluator at the Centers for Disease Control and Prevention's National Center for Birth Defects and Developmental Disabilities in the Division of Human Development and Disability. She was an Asthma Project Evaluator for the Puerto Rico Department of Health, Maternal and Child Health Services and prior to that a Research Assistant and Evaluator for the University of Puerto Rico, Center for Evaluation and Sociomedical Research. She obtained her Master of Science in Health Systems Research and Evaluation from the University of Puerto Rico School of Public Health and an Optometry degree from the Universidad Católica de la Salle in Bogotá, Colombia.

Krishnaveni Subbiah (), CDC, yqc7@cdc.gov;
Krishnaveni (Kris) Subbiah is an ORISE Epidemiology Fellow. She assists with the annual preparation, collection and data dissemination of the CDC EHDI Hearing Screening and Follow-up Survey (HSFS) and provides technical assistance to EHDI jurisdictions on data standardization, management, analysis and visualization. Her additional duties include using various statewide and national databases to investigate trends in the identification of hearing loss and co-morbidities among infants and young children, and to assess the progress in documentation and utilization of EHDI related services. Before joining EHDI, Kris led a trachoma research project in East Africa, has worked as a part-time research analyst with Emory Vaccine Center, and as a student analyst with other CDC teams. She obtained her Masters of Public Health in Epidemiology from Emory University, and her Bachelor of Science in Biology, with a minor in Chemistry, and Bachelor of Arts in Religious Studies and Philosophy from Occidental College.
