Inter-Agency Stakeholders Collaborate to Make Print-Only Resources for Families Available Online, Increasing Access for Families and Their Teachers or Providers

Minnesota’s Collaborative Plan convenes a birth-to-age-5 work group of inter-agency and family support stakeholders to improve educational outcomes for children who are Deaf or hard of hearing. The group assessed Minnesota’s performance with JCIH recommendations for early intervention. The group chose to address JCIH objective (1.2): “develop a mechanism that ensures family access to all available resources and information that is accurate, well-balanced, comprehensive, and conveyed in an unbiased manner.” The group analyzed print materials provided to families from all agencies/organizations from time of birth through follow-up post-diagnosis. Materials were provided primarily in print and mailed to families. The group identified the need for teachers to have access to these resources when guiding families, however printing more copies was cost-prohibitive. State agencies worked to make this collection of print resources into a .pdf format downloadable to e-reader (i.e. smartphones, tablets) allowing urban and rural families, extended family members, and professionals to get the same resources online immediately following diagnosis. The work group plans annual review of these resources , making recommendations to the lead agency with the knowledge of Minnesota families’ cultural and linguistic diversity

  • Identify how state EHDI partners can collaboratively use self-assessment and JCIH recommendations to improve resources available to families
  • Review an example of inviting inter-agency and family organization input for ongoing material review
  • Evaluate and improve ways information is disseminated to families

Kathy Anderson is an educator, having worked in the public school system for 30 years, first in Iowa, and for most of her career in Minnesota with Intermediate District 287 Deaf, Hard of Hearing Program/Early Childhood Services. She currently serves as the Early Hearing Detection and Intervention (EHDI) Coordinator for the Minnesota Department of Education, working together with a team of state agency professionals to provide guidance, support and resources to professionals serving young children who are Deaf or Hard of Hearing and their families. Kathy is a member of the Minnesota Newborn Hearing Screening Advisory Committee and Past-President of the Minnesota Chapter of Alexander Graham Bell Association for the Deaf. .

Anna Paulson (), Commission of Deaf, DeafBlind and Hard of Hearing Minnesotans (MNCDHH), anna.paulson@state.mn.us;
Anna Paulson, M.Ed the Coordinator of Educational Advancement & Partnerships for the Commission of Deaf, DeafBlind and Hard of Hearing Minnesotans (MNCDHH). She is a former instructor and Senior Teaching Specialist at the University of Minnesota for over 18 years. Anna Paulson is a licensed teacher in the areas of Elementary Education and Deaf/Hard of Hearing Education. She has been an instructor in the teacher preparation programs in the areas of Deaf/Hard of Hearing Education and Early Childhood Special Education. She was the Part C coordinator during the inception years in Michigan, and has years of general and special education teaching experience.

Darcia Dierking (), Minnesota Department of Health, darcia.dierking@state.mn.us;
Darcia Dierking, Au.D. holds pediatric audiology specialty certification and has more than 20 years of clinical and research experience working with both children and adults. Dr. Dierking works with the Minnesota Department of Health Early Hearing Detection and Intervention program doing longitudinal follow-up for children who are deaf and hard of hearing.
