Unilateral Hearing Loss and Single-Sided Deafness: A Specialized Developmental Monitoring System
Many but not all states have determined unilateral hearing loss or single-sided deafness to be an established condition for early intervention services. Several states, including Colorado, have not added this diagnosis to the list of established conditions, prompting the need for the development of a specialized developmental monitoring system for these children to ensure areas of delay are identified promptly and appropriate intervention services provided. This presentation will detail the system used by the Colorado Home Intervention Program (CHIP) to provide monitoring specific to this population. The aspects of this system will be defined and roles explored including the role of a statewide coordinator specific to this group of children, utilization of assessment protocols for monitoring, analysis of communication outcomes, data monitoring, collaboration with other programs and agencies, connection to families, resources and supports provided, and transition from monitoring to direct service, if needed.

Dinah Beams is the program coordinator for the Colorado Home Intervention Program (CHIP), a statewide, in-home, family-centered early intervention program for families with children who are deaf or hard of hearing that is part of the Outreach Department of the Colorado School for the Deaf and the Blind (CSDB). Previous experience includes working as an Outreach Specialist at Beginnings for Parents of Children who are Deaf and Hard of Hearing in North Carolina and as both a classroom and itinerant teacher in Colorado. Dinah is the author of the CHIP Parent Manual and the Curriculum for Sign Language Instructors, and co-developer of materials for the Integrated Reading Project, part of CSDB’s Early Literacy Development Initiative for young children who are deaf or hard of hearing. Dinah also serves on the board for Colorado Families for Hands and Voices.

Karen Carpenter, M.A., is the Colorado Home Intervention Program Coordinator for Unilateral Hearing Loss/Single Sided Deafness in the state of Colorado. She monitors speech and language development for children, 0-3 with UHL/SSD. Her experience includes 20 years as a clinical audiologist at Boulder Community Hospital and 10 years as a clinical instructor in the Speech, Language and Hearing Sciences Department at the University of Colorado, Boulder. Karen Carpenter received Bachelor's and Master's degrees in Audiology from the University of Colorado at Boulder. She practiced clinical audiology for 38 years, including an ENT office, Boulder Community Hospital's Mapleton Center, and clinical supervision for the Master's and AuD audiology programs at the University of Colorado.
