Florida EHDI's Targeted CMV Screening Lessons Learned

In April 2022, Governor Ron DeSantis signed into law Senate Bill 292 requiring hospitals to do point-of-care congenital Cytomegalovirus (cCMV) screening for babies who do not pass the inpatient newborn hearing screen. The cCMV legislation amended section 383.145, Florida Statutes governing newborn and infant hearing screening. The cCMV screening requirements were implemented beginning January 1, 2023. This workshop will highlight Florida’s implementation approach, planning activities, early experience, lessons learned, and continuous quality improvement strategies.

  • Increase knowledge of key implementation planning activities.
  • Increase understanding of barriers to implementation.
  • Gain access to resources to assist with targeted CMV screening.

Kimberly Porter is the Florida EHDI Coordinator. Ms. Porter has worked extensively with stakeholders at local, state, and national levels to use implementation science to help ensure positive program impacts. Notable projects Mrs. Porter has coordinated include the Health Families Florida, Building Strong Families Pilot funded by the U.S. Department of Health and Human Services Administration for Children and Families and the Florida Early Steps Professional Development Project led by the University of Florida, Anita Zucker Center for Excellence in Early Childhood Studies and funded by the U.S. Department of Education, Office of Special Education Programs. Mrs. Porter also provided technical assistance and training to local municipalities on implementation of the Gang Reduction Model through the National Gang Center funded by the U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention.

Natasha Rich (Co-Presenter), FL Dept of Health, Natasha.Rich@FLHealth.gov;
Natasha Rich is a parent of a child with unilateral hearing loss and is a strong advocate for families. Ms. Rich provides parent-to-parent support and referrals to families of DHH children and, as of January 2023, conducts follow-up for newborns diagnosed with CMV. Ms. Rich has 23 years’ experience providing early intervention services.
