How is California Improving Early Language Acquisition Opportunities?

Nine years ago, California became the first state to pass the LEAD-K Law, SB 210. The law includes making a list of early language acquisition and development milestones for Deaf infants and young children (ages 0-5) available for each family as part of the Early Intervention work. The participants will have hands-on activities on utilizing the language milestones to advocate for their young children and learn about the outcomes of the SB 210 Deaf children's language data. The presentation also focuses on SB 210 resources the families and professionals utilize to create accountability for Deaf children's early language acquisition opportunities: Language milestones, data, and IFSP/IEP language goals for Kindergarten-readiness. California's legislative efforts lead to the implementation of California's current EHDI program now known as LEAD-K Family Services

  • Learn about different ways families benefit from LEAD-K SB 210 Parent Profile that focuses on Deaf infants’ ASL and English language development from birth until age 5
  • Develop the ability to recognize chronological age-appropriate language acquisition milestones for Deaf children.
  • Explore LEAD-K Family Services' resources that empower families with knowledge and skills to enforce language acquisition and development accountability for their Deaf child to arrive at Kindergarten ready for literacy.

Dr. Julie Rems-Smario, Ed.D works as an Early Language and Education Consultant in California at CORE, California School for the Deaf, a program of State Special Schools and Services at the Department of Education. Julie's work includes working as a co-director of California's Early Hearing Detection and Intervention, training Early Start professionals on how to develop language milestones goals for IFSP/IEP, supervising SB 210 data, developing resources for families of Deaf children, and providing technical assistance to Early Childhood Education professionals. During her free time, she volunteers as one of the Public Relations Director of a national campaign, Language Equality, and Acquisition for Deaf Kids (LEAD-K).
