What's New in Education Law?

Tustin, Endrew, and Perez! Oh, what about Cogswell and Macy? Those names thrown around may not be familiar to all early intervention professionals, much less to families, but all names have significant relevance to education access for deaf and hard of hearing children, either now or in the near future when they attend school. Come to this engaging presentation by an experienced Deaf attorney who will happily walk you through Supreme Court precedents and the latest Congressional bill proposals (including the recently re-introduced bills focusing on amendments to the Individuals with Disabilities Education Act and the Elementary and Secondary Education Act) in family-friendly language. Beneficial resources online will also be shared, including educational FAQ guidelines on the Americans with Disabilities Act's applications to deaf children with varying accommodations (captioning, FM/DM, CART, interpreters, and more) and family organizations' recommendations on advocating for access at schools. You'll walk away more educated and more aware of what is the current legal landscape and what may come in the next six months before the U.S. Congress legislative term ends in December 2024.

Tawny Holmes Hlibok serves as Language Policy Counsel at Gallaudet University along with being an Associate Professor in the Department of Deaf Studies. She graduated from University of Baltimore School of Law. In addition to her law degree with a family mediation & law certification, she has a Master of Arts in Family Centered Early Education. Ms. Holmes Hlibok has worked four years in teaching deaf and hard of hearing students, mainly in the early childhood education field. As part of her position, she focuses on improving/establishing federal and state policy related to early intervention and education of deaf and hard of hearing children. Ms. Holmes Hlibok strongly believes in the power of collaboration and has contributed a significant amount of her work towards this endeavor, in varying ways, from promoting parent resources to inclusion of deaf and hard of hearing adult professionals.

Chris Payne-Tsoupros (she/her/hers) is the Education Policy Counsel of the National Association of the Deaf (NAD). Chris advises the NAD on legal and policy issues related to education for deaf and hard of hearing children and youth. Prior to joining the NAD in 2022, Chris served as a law professor at the University of the District of Columbia David A. Clarke School of Law. She continues to teach law school courses as an adjunct professor. Before joining UDC Law, Chris practiced in the employee benefits area at the global law firm, Morgan, Lewis & Bockius LLP, and clerked for the Honorable John A. Gibney, Jr. of the U.S. District Court for the Eastern District of Virginia. She previously taught elementary school and holds a master’s degree in education. She is pursuing her Ph.D. in deaf education at Gallaudet University. Chris received her J.D. from the William & Mary School of Law, M.Ed. from the University of Houston, and B.A. from Cornell University. She is licensed to practice law in the District of Columbia and Virginia (inactive).
