Using a Multifaceted Approach to Increase Enrollment in Early Intervention

JCIH 1-3-6 guidelines emphasize the importance of enrollment and service provision in Part C early intervention by 6 months of age. The linguistic benefits of early intervention for children with hearing loss have been well documented in the field (Yoshinaga-Itano 2000). A review of 2021 and 2022 enrollment and service provision data from Baltimore City’s MD Online IFSP system revealed an enrollment percent of 45%. Baltimore City’s enrollment data are lower than the 2020 CDC National average of 61.4%. Additionally, upon further data review, service delivery from a provider knowledgeable in hearing loss was found to be 11-27% with some children not receiving any services other than service coordination. This data prompted a multifaceted systemic shift to address all aspects of the enrollment process. To date, at the time of submission, 2023 data reveals 83% enrollment and 83% service provision from a knowledgeable provider. This presentation will detail the systemic changes that include, but are not limited to: service coordinator training, Speech Language Pathologist professional development, increased collaboration with referring audiologists, changing point of contact for scheduling initial eligibility, and running referral data reports. We anticipate that this information will be helpful for states and local jurisdictions that are hoping to increase participation in Part C early intervention.
