Developing one Coordinated Statewide System of Services and Supports
Statewide coordination of services and supports for children who are deaf and hard of hearing and their families is critical to successful outcomes and families feeling supported. Challenges in many states include disconnected agencies and service providers and systems working parallel to each other. In the state of Maine one seamless statewide system has been established with the The Maine Educational Center for the Deaf and Hard of Hearing leading the way, The Maine Education Center for the Deaf and Hard of Hearing is Maine’s State Deaf Education Agency and provides information, support , early intervention, and educational programming to children birth to age 21 and their families statewide. and has a memorandum of understanding with Maine’s Part C agency. In addition, MECDHH holds the state Health Resources and Service Administration (HRSA) grant, which brings a strong collaboration with Maine’s EHDI program and Hands & Voices. Maine’s team of collaborators, The Director of Statewide Education and Family Services from MECDHH, The Director of Maine’s Part C Agency, the EHDI Coordinator for Maine and the President of Maine’s Hands and Voices will share ideas for developing one collaborative statewide system and share strategies that support systemic change and program improvement.
- Participants will be able to identify three strategies for implementing one statewide approach to EHDI
- Participants will be able to identify three strategies for supporting families through 1-3-6
- Participants will be able to identify three ways that one coordinated statewide system can lead to successful outcomes.

Karen Hopkins

Karen Hopkins is the Executive Director of The Maine Educational Center for the Deaf and Hard of Hearing/Governor Baxter School for the Deaf and the principal investigator of Maine's HRSA grant. She brings over 30 years of experience as a collaborative teacher of the deaf, special educator, early interventionist and educational administrator to her work with Deaf and hard of hearing children. Her work with families, coupled with her own personal experience as a Deaf adult and parent of a daughter who is hard of hearing have inspired her to create systems that empower families. Karen oversees early intervention and statewide educational programming for children who are Deaf or hard of hearing birth to age 22 throughout the state of Maine. She is active in many organizations and boards in Maine, the Hands & Voices HQ Board of Directors and is involved with international FCEI programming including the Deaf Leadership International Alliance. Karen is the Board President of Hands & Voices Headquarters. Karen's current research as she finalizes her doctoral journey is focused on perspectives of family empowerment in early intervention systems for Deaf and hard of hearing children.

Anne Banger

Anne Banger is the state EHDI coordinator for the Maine Newborn Hearing Program. She obtained her Bachelor of Science degree in Civil Engineering and her Bachelor of Arts degree in Business Administration from Rutgers University. She served on the Maine Commission for the Deaf, Hard of Hearing and Late Deafened. She is a member of the Executive Board of the Cued Speech Association of Maine and Cue Camp New England. She is the proud mother of a deaf son who is currently attending Roger Williams University studying Architecture.

Darlene Freeman

Darlene Freeman is on the board and the treasurer of the Maine Hands & Voices chapter and a Parent Guide with Maine Hands & Voices. She is also the Quality Improvement Specialist for Maine's HRSA Grant. She is the parent of her 28-year-old daughter, Deaven, who is deaf. Darlene enjoys working with families to help them understand the newborn hearing screening process into early intervention and beyond to encourage them to become strong advocates for their children who are deaf or hard of hearing.

Roy Fowler

Roy is the Director of Maine's Child Development Services overseeing all of Part C and Part B 619 for the state of Maine. He has more than 20 years of experience working with young children with special needs. He has held a variety of positions over the course of his career including educational aide, classroom teacher, consultant, early intervention specialist, program manager, site director and state technical advisor. His work experience has taken him from inner-city Cleveland, to rural Ohio, to Germany, to England and, finally to Maine. Over the course of his career, Roy has developed a strong foundational knowledge of systems functioning, as well as experience in providing evidence-based services to young children and their families. Most recently, he has helped to spearhead the implementation of Dr. Robin McWilliam’s Routines-Based Early Intervention Model and the Early Start Denver Model throughout Maine.
