Automating the Receipt of CMV Lab Testing Results

The Utah CMV Public Education and Testing Law has been in effect since 2013. This law states that newborns must be tested for CMV if the infant fails both the initial hearing screen routinely done at birth and the subsequent follow-up screen OR when the initial failed screen is obtained after 14 days of age. It also states that medical practitioners are required to submit results of the CMV testing to UDOH for each newborn under their care who is referred for CMV testing within 10 days of receiving results. Receiving the CMV lab test results has continually been a challenge. There have been many different initiatives undertaken in order to improve receipt of these results. The most recent has involved working with one of the largest saliva testing labs in Utah and the EHDI-IS, HiTrack, developer. This data integration project consisted of collaboration with state IT staff, interpretation of the HL7 data fields, implementation of the data import and integrating the process into the state daily work. The State IT staff configured server resources that opened up channels for lab data receipt. The EHDI-IS developer conducted the technical interpretation of the lab data fields by interacting closely with state lab data experts. Implementation, including testing, was conducted in a test environment to validate accuracy before becoming part of the EHDI state data process. This presentation will cover this project in detail and share the lessons that were learned in this important part of EHDI data tracking.

James Fritzler is a Project Manager, Analyst and Software Developer with 20 years of EHDI Data Management experience. He has directed and managed iterative software development for complex, specialized medical data management systems. In doing this work he has collaborated with eight State Departments of Health in implementing data surveillance systems and leveraged SQL Server and the Microsoft .Net Framework to build Web-based and Windows-based data management software. Additionally, his consultation with world-wide screening equipment manufacturers has established and improved hearing screening data integration.

Dr. Stephanie Browning McVicar is the Director of the Early Hearing Detection and Intervention Program, the Children’s Hearing Aid Program, and the Cytomegalovirus (CMV) Public Health Initiative in Utah. She works for the Utah Department of Health and Human Services' Children with Special Health Care Needs Office in Salt Lake City. Dr. McVicar is a pediatric audiologist, an advocate for CMV testing in newborns, and passionate about the prevention of congenital CMV infection. She was instrumental in the creation of the Utah EHDI tele-audiology program. She is originally from Western New York and has extensive experience and knowledge in Audiology and the management of health care programs in both the public and private sectors.
