Parents as Collaborative Leaders (PACL) Training - The NC EHDI Experience

The Joint Committee on Infant Hearing (JCIH) 2013 supplement emphasizes that Early Hearing Detection and Intervention (EHDI) programs’ success is reliant on the development of well-coordinated and strong parent-professional partnerships working towards a shared goal. It is important for families to be trained, empowered and engaged as partners in the development of the EHDI system of care that is designed to address their family’s needs. The North Carolina (NC) Title V Children & Youth (C&Y) Branch Family Partners are utilizing a nationally recognized, research-based curriculum, called Parents as Collaborative Leaders (PACL)1 to educate and empower NC parents to become effective leaders in their own lives, in their communities and to improve outcomes for children with disabilities. NC-EHDI has partnered with the C&Y Branch Family Partners and the Branch Family Liaison to make PACL training available and free of charge to parents/caregivers of children with hearing loss across the state. NC-EHDI aims to empower families, create leaders and build relationships with families to ensure that the EHDI system of care is meeting the needs of NC families. The PACL training curriculum includes ten (10) modules covering the following topics: Parents as Leaders, Creating Leadership Action Plans, Critical Elements of Collaboration, Stages of Group Development, Leading Effective Meetings, Listening and Asking Clarifying Questions, Understanding Conflict, Reframing Agendas, Group Problem Solving and Understanding Diversity. The training experience combines research, personal stories, networking and skill development activities to guide and support parents in being more active and confident at the table in a variety of educational, medical and community settings. The PACL training curriculum is taught by parents for parents and is available in both English and Spanish. The NC-EHDI Parent Consultant and two NC C&Y PACL Parent Leadership Trainers that have a child with hearing loss will discuss the curriculum, the NC C&Y Family Partners PACL training program, the NC-EHDI PACL training plan and will share three (3) training modules (Parents as Leaders, Critical Elements of Collaboration and Understanding Conflict) with the program participants. The training modules include didactic lessons, group discussions and reflective learning opportunities. Program participants will leave the session with a PACL training curriculum CD to take back to their home state. The session is limited to 15-20 participants. Parents and professionals are encouraged to participate. 1Parents as Collaborative Leaders: Improving Outcomes for Children with Disabilities is a national partnership between the University of Vermont, PACER Center, and several other parent and advocacy organizations.

My 8-year-old daughter has congenital Cytomegalovirus (CMV). She is deaf and has minor gross motor and developmental delays. I have been involved with the NC Division of Public Health, Children and Youth (C&Y) Branch since 2014. I have attended the CMV Public Health & Policy Conference with the support of the C&Y Branch and reported on the trip to different organizations including the EHDI (Early Hearing Detection & Intervention) Advisory Board. I am currently working as a parent leadership trainer facilitating the Parents as Collaborative Leaders (PACL) training modules to parents and caregivers of children with special needs across the state of North Carolina.

I am the mother of two miracle children, an 8-year-old daughter and a 5-year-old son. My daughter was born with a unique birth defect called Microtia, where she did not develop an ear. My daughter has undergone several reconstructive surgeries, and still has more to go. She also has hearing loss, Sensory Processing Disorder, ADHD and anxiety. Both of my children were in the NICU for a period after birth. I have been using my voice since 2013 in front of law makers, congress, parents, and communities in the hopes of a new and better future opportunities for children. I have spoken at Capitol Hill in front of congressmen and shared my personal story. I have worked in an Early Head Start program as a Health and Nutrition Coordinator. I am currently Campaign Associate at MomsRising / MamàsConpoder. I have been involved with the NC Division of Public Health (DPH), Children and Youth Branch (C&Y) since 2015 as a Parent Leadership Trainer, co-presenter, panel member, and have served on C&Y and NC DPH committees. As a bilingual Branch Family Partner, I help the C&Y Branch support the Spanish-speaking communities in NC. I also own a cleaning business! I continue to be motivated and inspired by my son and daughter every day.
