Governance of Part C Early Intervention Programs for Infants and Toddlers who are Deaf or Hard of Hearing
In each state, a lead agency is tasked with administration of IDEA Part C early intervention programs for infants and toddlers with disabilities and their families. That agency may be located in one of many state departments including the Department of Health, Department of Human Services, or Department of Education. In addition, many states house agencies specifically dedicated to providing services to individuals who are deaf and/or hard of hearing including Schools for the Deaf. Across states, the administration of early intervention services varies greatly.
It is important for multiple EHDI stakeholders to have an understanding of the varying governance structures of early intervention programs. Parents who move states may have to adjust to a new system, pediatric audiologists may need to work with multiple groups and early intervention providers should understand the overlap between such agencies, if any, to ensure that children they are serving have access to all available services.
This poster will describe multiple structures of early intervention governance of services for infants and toddlers who are deaf and hard of hearing and will categorize states by structure, as applicable. The poster will also look at the connection, whether within or between agencies of the Part C program in each state to the EHDI program.
- Identify multiple state models for governance of early intervention services for children who are deaf and hard of hearing.
- Determine relationships between governance of EHDI programs and Part C programs in specific states.
- Describe the variance and any categories of governance of early intervention programs for infants and toddlers who are deaf and hard of hearing.

Sara Doutre is a PHD student studying sociobehavioral epidemiology at Utah State University. She has an MA in education policy studies and a BS in elementary and special education. A former special education teacher and education policy professional, he currently consults with state departments of education and health on special education policy. Her four-year-old daughter is deaf due to congenital cytomegalovirus.

Dr. White is a Professor of Psychology, the Emma Eccles Jones Endowed Chair in Early Childhood Education, and the founding Director of the National Center for Hearing Assessment and Management. He has been the PI or Co-PI for over $50 million of competitively awarded research. His work has been recognized with awards from such diverse organizations as the Deafness Research Foundation, the American Association for Speech Language and Hearing, The Swedish Society of Medicine, and the Alexander Graham Bell Association for the Deaf. He has hundreds of publications and presentations at scholarly meetings, and has been an invited speaker to more than 35 countries. He also serves on many national and international advisory groups for organizations such as the United States Department of Health and Human Services, the World Health Organization, the Institute of Medicine, and the American Academy of Pediatrics.
