Time Trends and Factors Associated with Late Enrollment in Early Intervention and Loss to Follow-up after Hearing Loss Diagnosis

Early intervention for children with hearing loss will provide the maximum effects to achieve the best language, speech, cognitive and social-emotional development in early childhood and later life. The Early Hearing Detection and Intervention (EHDI) program recommends that all newborns diagnosed with hearing loss receive intervention services before 6 months of age. Although Louisiana EHDI program has seen an increase in the number of children reported with hearing loss since 2002 when universal newborn hearing screening began, loss to follow-up and late intervention among children with hearing loss has never been evaluated. The objective of the study is to identify (1) the time trend of loss to follow-up and late intervention among children with hearing loss from 2005 to 2013, and (2) associated factors such as social-economic status, demographic and geographic characteristics, time of diagnosis, and characteristics of hearing loss (type, degree, and laterality). The study uses 2008-2013 hearing loss data linked with birth records and Early Steps data. In addition, two surveys will be conducted among parents of children born in 2012-2013 who were lost to follow-up after hearing loss diagnosis and who received late hearing loss intervention. The purpose of the surveys is to identify reasons for loss to follow-up and late intervention. The findings of the study may facilitate improvements in EHDI program implementation, policy making, as well as ensuring all infants have equal access to and benefit from the intervention services in Louisiana.
