ABSTRACT INFORMATION
Title: 'Evaluation of Association between Prenatal HIV Exposure and Congenital Hearing Loss: Data Source and Follow-up Timing Issues'
Track: 9 - Program Evaluation and Quality Improvement
Keyword(s): congenital hearing loss, HIV, surveillance
Learning Objectives:
  1. Evaluate when it is appropriate to utilize surveillance data to assess hearing loss among children born to HIV-positive mothers.
  2. Discuss issues related to data quality, timing of follow-up, and data coverage when using surveillance data to assess associations between perinatal HIV and congenital hearing loss.
  3. Conclude whether or not use of multiple linked surveillance data is appropriate when evaluating the association between prenatal HIV exposure and congenital hearing loss.

Abstract:

Studies have shown that children exposed to HIV perinatally are at an increased risk for congenital hearing loss, particularly those who are HIV-positive. Hearing loss impedes development of language skills, leading to delayed learning and troubled communication. Previous studies have used clinic or hospital-based data to evaluate the association between HIV exposure and hearing loss. However, little is known about using surveillance data to evaluate the effects of prenatal HIV on congenital hearing loss. The objective of this study is to define if use of multiple surveillance data and the linkage is appropriate when conducting an association between prenatal HIV exposure and congenital hearing loss. Findings from the study are expected to provide researchers and health professionals helpful information when surveillance data are used to assess hearing loss among children born to HIV-positive mothers. Three surveillance data including Early Hearing Detection and Intervention, HIV, and birth records data, were linked and analyzed. The data included infants born within the state of Louisiana between 2005 and 2012. Infants to mothers who were not Louisiana residents at birth were excluded. SAS 9.2 and Linkpro 3.0 were used to link the data applying probabilistic records linkage method with manual case review. Matching was achieved through two rounds of data linkages based upon the child’s first name, last name, soundex of first and last name, and date of birth and then using the mother’s first name, last name, soundex of first and last name, date of birth, and social security number. Findings from data linkages and analyses using the linked data will be presented in the results of the presentation. Issues related to data quality, timing of follow-up, and data coverage, and how to use surveillance data to assess associations between perinatal HIV and congenital hearing loss will be discussed.
