Title: 'It’s All in How You Do It: Systems and Services Alignment for Children and Youth who are Deaf and Hard of Hearing' Track: - Keyword(s): Systems change; early intervention, developmental periods, legislative strategies, non legislative strategies, outcomes, interagency collaboration Learning Objectives: Detail information about systems and services for children from EHDI through Vocational Rehabilitation, including college accessibility services Identify examples of fragmentation of services and how systems and agencies might work together in aligment with critical periods of child development to maximize outcomes Describe Legislative and non-Legislative strategies for systems change Abstract: Early Hearing Detection and Intervention (EHDI) programs have been established for 12 to 15 years in most states and territories. Nationally, nearly 98% of babies born are screened for hearing loss. Of those children identified, the large majority (85%) are referred to Part C for early intervention services. What happens once children enter early intervention services? How do early intervention outcomes impact eligibility for preschool under Part B? What kinds of special education and related services are children in need of and receiving at school? What systems exist and what are their responsibilities? How can we assure that children move from EHDI to early intervention to school and beyond successfully? Teresa Caraway - POC,Co-Presenter Hearing First      Credentials: PhD, CCC-SLP, LSLS Cert. AVT       Dr. Teresa Caraway, CEO of the educational endeavor of the Oberkotter Foundation to improve outcomes for children and their families through family and professional support and learning. She is the Founder and President of Learning Innovation Associates, and the Founder of Hearts for Hearing. A Certified Auditory-Verbal Therapist, Dr. Caraway served as the founding President of the AG Bell Academy for Listening and Spoken Language and as a founding board member of the American Cochlear Implant Alliance. She has previously served as a Director of the Alexander Graham Bell Association for the Deaf and Hard of Hearing, AG Bell Academy for Listening and Spoken Language, and Auditory-Verbal International. She has been recognized by her peers for outstanding clinical skills. Prior to that time she was an educational audiologist and program coordinator for the public school deaf and hard of hearing program in Greeley, Colorado, and was a parent facilitator and regional coordinator for the Colorado Home Intervention Program. She is currently a lecturer in AuD programs at the University of Colorado, Boulder, University of Northern Colorado, and Salus University as well as adjunct faculty in the deaf education program at the University of Arizona. She is an active consultant regarding systems development in deaf education and is a co-founder and President of the Board of Directors for Hands & Voices. AVT       Gayla Hutsell Guignard, M.A., CCC-A/SLP, LSLS Cert AVT is the Program Director for the Indiana Early Hearing Detection and Intervention (EHDI) program. Prior to coming to the EHDI program, Gayla was employed with the Alexander Graham Bell Association for the Deaf and Hard of Hearing. Gayla also spent several years of her career at the University of Tennessee Audiology and Speech-Language Pathology as a Clinical Supervisor in the Child Hearing Services section. In addition to her work with the Indiana EHDI program, Gayla has recently acted as a consultant to the Indiana Office of Management and Budget in its charge by the Indiana General Assembly to develop a transition plan that will establish the new Center for Deaf and Hard of Hearing Education.
