'Effective Transition from Part C to Part B-A Seamless System'

This session will discuss important considerations to achieve an effective and seamless transition process from Part C to Part B services as viewed by state department of education and parent perspectives. Topics include assessment and eligibility including components of appropriate assessment and interpretation; monitoring strategies for children who are not Part B eligible; speech-language pathology services that are appropriate for young children with hearing loss; children with additional learning problems or disabilities; placement considerations to maximize successful learning; the role of preschool service standards; parent training and counseling; access accommodations; data sharing across systems, and developing systems to address outcomes and measureable indicators of performance. The presenters will relate this discussion to the goals of the National Agenda that strive for the development of a true communication-driven, literacy focused educational system and a national/state/local support structure for parents, children and educators. Discussion among participants will be encouraged to share successful strategies for addressing some of these issues. This presentation is sponsored by the National Summit on Deaf Education.

Cheryl DeConde Johnson is a former consultant with the Colorado Department of Education where she was responsible for deaf education and audiology services from 1998-2006. Prior to that time she was an educational audiologist and program coordinator for the public school deaf and hard of hearing program in Greeley, Colorado. She is currently a lecturer in several AuD programs including the University of Colorado, Boulder, University of Northern Colorado, and Central Michigan University as well as adjunct faculty in the deaf education program at the University of Arizona. She is active as a consultant, program evaluator, writer, as well as a trainer for the National Association of State Directors of Special Education (NASDSE), and is a co-founder and President of the Board of Directors for Hands & Voices. Dr. Johnson has a grown daughter who is deaf.

Cheri Dowling is the Executive Director of The American Society for Deaf Children (ASDC). She is the parent of a child who is deaf, and lives in Maryland.

Marsha Gunderson has been involved in the field of deaf education for over 35 years. She has taught children who are deaf or hard of hearing of all ages in home-based, itinerant and classroom settings. Marsha worked as statewide consultant in Nebraska, research fellow in cochlear implants in California, and parent-infant outreach coordinator in Oregon. Currently, she is statewide consultant for audiology and deaf and hard-of-hearing education in Iowa.

Lisa Kovacs is coordinator of the Guide By Your Side (GBYS) program for Hands & Voices where she provides support to state GBYS programs; she is also the coordinator for the Indiana GBYS program. Lisa has 4 children, including a son with hearing loss.

Marcia E. Kolvitz, Ph. D., is the Program Specialist for the Postsecondary Education Programs Network-2.0 (PEPNet 2.0). Marcia has over 30 years of experience addressing education and access issues for students who are deaf and hard of hearing in K-12 programs and postsecondary educational settings. She is a frequent presenter at state, regional, and national conferences related to deafness and disability issues. She has served as the conference planning chairperson for numerous conferences and training institutes, including six PEPNet biennial conferences.
