DHH without DHH- The Path to Effective DHH Infusion

This session is developed and led by D/HH leaders actively involved within the EHDI system, including Karen Hopkins as Hands & Voices’ first D/HH board president. We will dig deep into these following questions: Are we successfully serving families within the EHDI system with limited or no access to the expertise and investment of D/HH leaders? Are we actively seeking and inviting direct support from D/HH leaders? How can states embed D/HH leaders into the state system to ensure families have access to their lived experiences? During this session, we will also examine the importance of infusing D/HH leaders in all levels of the EHDI system. As we progress with the current approach of D/HH leaders supporting families (i.e., role models, Guides, Deaf Mentors), we will expand on how to take a step further to infuse D/HH support within the system at all levels. The difference between “token” engagement and substantial infusion with the power to change systems and improve services/supports for families will also be discussed. Current evidenced based research on the importance of DHH infusion in the EHDI system will be summarized. Participants will leave the session with effective strategies to achieve personal and professional goals to connect families and professionals with D/HH leaders within the EHDI system in their state.

  • Participants will be able to summarize key evidence-based research on DHH Infusion within EHDI systems.
  • Participants will be able to list at least 3 effective strategies for active DHH infusion within EHDI systems.
  • Participants will be able to describe what meaningful DHH infusion is, drawing on models from Hands & Voices HQ and Chapters.

Karen Hopkins (Co-Presenter), The Maine Educational Center for the Deaf and Hard of Hearing/Governor Baxter School for the Deaf, karen.hopkins@mecdhh.org;
Karen Hopkins is the Executive Director of The Maine Educational Center for the Deaf and Hard of Hearing/Governor Baxter School for the Deaf and the principal investigator of Maine's HRSA grant. She brings over 30 years of experience as a collaborative teacher of the deaf, special educator, early interventionist and educational administrator to her work with Deaf and hard of hearing children. Her work with families, coupled with her own personal experience as a Deaf adult and parent of a daughter who is hard of hearing have inspired her to create systems that empower families. Karen oversees early intervention and statewide educational programming for children who are Deaf or hard of hearing birth to age 22 throughout the state of Maine. She is active in many organizations and boards in Maine, the Hands & Voices HQ Board of Directors and is involved with international FCEI programming including the Deaf Leadership International Alliance. Karen is the Board President of Hands & Voices Headquarters. Karen's current research as she finalizes her doctoral journey is focused on perspectives of family empowerment in early intervention systems for Deaf and hard of hearing children.

Emily Burke (Co-Presenter), Hands & Voices HQ, emily@handsandvoices.org;
Emily Burke is a Deaf signing mom of a Deaf/CI teenager and a KODA. Emily was raised by a hearing family who signs and was mainstreamed in school. Emily holds a BA in Child Psychology from the University of Minnesota and a MA in Developmental Psychology and Specialist in School Psychology from Gallaudet University. Emily served as a school psychologist for a few years, then worked with MN Hands & Voices, and served on the board of TX Hands & Voices for five years. In the past, Emily served on the family advisory board for EHDI and on the Deaf/HH advisory board for Hands & Voices' FL3 project. Emily became the Co-Coordinator of DHH Infusion at Hands & Voices Headquarters in Spring of 2023

Elizabeth Shuler-Krause (Primary Presenter,Co-Presenter), Hands & Voices, Inc., Elizabeth@handsandvoices.org;
Elizabeth is Hard of Hearing/Deaf and is the mother of two awesome children. Elizabeth is an Early Intervention/Early Childhood Teacher of the Deaf and Hard of Hearing and was formerly the Deaf and Hard of Hearing Adult Involvement Project Manager at the National Center for Hearing Assessment and Management (NCHAM). Elizabeth became the Co-Coordinator of DHH Infusion at Hands & Voices HQ in spring of 2023. Elizabeth is passionate about increasing family engagement through systems improvement, as well as ensuring opportunities for families to connect with leaders who are DHH.
