Health Literacy in EHDI Outreach Materials

Health Literacy is commonly defined as “the degree to which individuals have the capacity to obtain, process, and understand basic health information and services needed to make appropriate health decisions” Health literacy among US adults is strongly associated with determinants of health disparities such as socioeconomic status, education, and community. At least 88% of adults in the US have inadequate health literacy (55% intermediate proficiency, 22% basic proficiency, 14% below basic proficiency, 12% proficient). Health literacy is so critical to health and well-being that its increase is an objective of Healthy People 2030. There is not as much information for the Deaf/Hard of Hearing population, but we know that Deaf ASL users are nearly 7 times more likely than their hearing peers to have inadequate health literacy. With these challenges in mind, Maryland EHDI (MD EHDI) invited Dr. Lindsay Rosenfeld, an epidemiologist with specific interests in health literacy, to educate staff on health literacy principles and assessment. MD EHDI sits within the Office of Genetics & People with Special Health Care Needs (OGPSHCN), which is in the Maternal & Child Health Bureau. Dr. Rosenfeld started with an overview for the entire Bureau, then 2 sessions for select Bureau staff on information assessment and organizational assessment, including several assessment tools. Finally, using EHDI outreach and education materials, Dr. Rosenfeld led a series of facilitated assessments with OGPSHCN leadership, MD EHDI, and families of children who are DHH. This presentation will share a sampling of that overview information and assessment tools so other programs can gain practical knowledge about health literacy and determine their own next steps. This presentation will also share results of the initial assessments conducted by the MD team, the steps taken to revise outward-facing materials with health literacy at the forefront, and the resulting scores of the revised materials.
