A Statewide Professional Development Initiative for Early Intervention Providers

The Supplement to the JCIH 2007 Position Statement: Principles and Guidelines for Early Intervention After Confirmation That a Child is Deaf or Hard of Hearing (2013) identified the need for infants and toddlers who are DHH to work with EI providers who have core knowledge and skills to optimize the child's development and child/family well-being. In accordance with this goal, the Texas DHH Leadership Council, a comprehensive, statewide stakeholder's group, targeted the need for EI providers to have access to and encouragement toward the development of core knowledge and skill areas. This presentation reviews the development of a statewide professional development web-based resource available to all early intervention providers for infants and toddlers who are DHH in Texas. Presenters will: 1) describe the format and content of the Texas EI Provider Self-Assessment tool; 2) describe the Texas Individual Professional Learning Plan, a sequel to the self-assessment; 3) share examples of the resources that support each professional's development goals identified in the Learning Plan; and 4) share strategies for ongoing support of providers in their acquisition of new knowledge and skills. In addition, presenters will discuss the process for Learning Plan approval and the establishment of continuing education credits through the Texas Education Agency designated Statewide Lead for DHH Services. Finally, there will be a brief opportunity for attendees to comment on similar professional development initiatives in their states and ways to capitalize on the Texas initiative.

  • Understand how Appendix 1, Knowledge and Skills of the Early Intervention (EI) Provider, from the Supplement to JCIH 2007 Position Statement (2013) can be used as the basis for developing a statewide training resource for EI professionals.
  • Describe the components of the Texas initiative including the EI provider self-assessment of knowledge and skills, the individual professional learning plan, and the web resource.
  • Discover actions to support early interventionists in their acquisition and application of the new knowledge and skills to a variety of local settings.

Karen Clark provides consulting and technical assistance in the area early intervention for infants and toddlers who are deaf or hard of hearing. She currently consults for the Texas Education Service Center Region 11. She was formerly an early intervention consultant for NCHAM and Director of Education at the Callier Center for Communication Disorders at the University of Texas at Dallas. Karen holds degrees in the areas of communication disorders and audiology and teacher certifications in deaf and early childhood education.

Marilyn Sass-Lehrer is Professor Emerita at Gallaudet University in Washington, DC. She received a master’s degree in Deaf Education from New York University and a Ph.D. from the University of Maryland in Early Childhood Education and Curriculum and Instruction. She is an adjunct professor in Gallaudet University's Deaf and Hard of Hearing Infants, Toddlers and Their Families Interdisciplinary Program. She is editor of Early Intervention for Deaf and Hard-of- Hearing Infants, Toddlers and their Families: Interdisciplinary Perspectives (2016), and has several other publications related to early intervention. Dr. Sass-Lehrer is actively involved in professional development and learning for early intervention providers.

Arlene Stredler-Brown (), Colorado EHDI, astredlerbrown@coehdi.org;
Arlene Stredler-Brown, PhD, CCC-SLP provides consultation and technical assistance to programs working with children who are deaf or hard of hearing in the United States and internationally. She has graduate degrees in Speech/Language Pathology, Education of the Deaf/Hard of Hearing, and a doctoral degree in Special Education. Her recent research focuses on telehealth and the use of coaching strategies in the delivery of family-centered early intervention. Having worked many years in program administration and policy development, Dr. Stredler-Brown brings this skill set to her role as Director of the Colorado Early Hearing Detection and Intervention (EHDI) Program. Common themes guiding her work are: inclusiveness, collaboration, evidence-based practice and a commitment to infants and toddlers who are deaf or hard of hearing and their families.

Susie Tiggs is the Statewide Lead for Deaf/Hard of Hearing Services in Texas. As the Statewide Lead she provides leadership, professional development, consultation, and technical assistance to assist families and school districts with meeting the unique needs of infants, toddlers, and students who are deaf/hard of hearing. Susie has worked in the fields of Deaf/Hard of Hearing, Visual Impairments, Deafblindness, and Assistive Technology for more than 28 years.
